Summary:
Stephen Tiller has never really been able to permanently crack into the Doggies side.  5 games in 07, 9 in 08, 5 in 09, and none in 2010.  The question is whether he wasn't good enough, or just wasn't a good fit in the side.

In the games he has played, he has shown signs.  Sadly, he hasn't been able to continue those sparks.

But Tiller could be something new in 2011.  He has been rumoured to be finding a new home in either Geelong or Gold Coast.  He is only 23.

Decision:
Stephen Tiller is clearly not the most reliable bloke running around.  Only managing 19 games over 3 years is quite worrying.  I think if he can find a new home, (especially at Gold Coast), he must be considered.  MPP, cheap as chips, you never know.
