interchanges and emergencies (answered)

Can someone clarify the deal with naming interchanges and emergencies? I'm talking about the situation where apparently teams who play on - eg: Friday night, name their bench and emergencies - 4 of one and 3 of another, but teams playing later just say "from:" and name 7 players.
Is that right? and why is it like that? and how do I know that Jarrad Waite is going to play if he's just named in a list of 7 possibles? is that just tough luck?

Teams have to announce a 25 man squad by Thursday 5pm.  Those playing on Friday and Saturday have to name their starting 22.  Those that play more than 3 days away don't have to name their team until its 2 days time, so Friday for the 3 games on Sunday, Saturday for the match on Monday.

Friday and Saturday games name 'finalised' squads, but since Sunday and Monday games a 'long time away' the teams get extra time to finalise squads due to variables.

Sunday teams announced 5pm tonight, Monday teams anounded 5pm Saturday night.
