It would be in regards to the rucks wrestling and a third man going up uninhibited. So the answer to your question is kind of yes, Blicavs being the third man up seems a little "unfair" compared to a short bloke going up. (I don't agree with that, good on Geelong, but I think that is the general feeling)

A rule where 2 ruckmen must compete at a centre bounce might be on the cards

That bounce on friday night was bizzare !!!

Lobbe and Blicavs square off, run into compete at the bounce, as soon as Lobbe's eye's look for the elevated ball, Blicavs backs off, collects Lobbe's tap, get's a pure clearance and kicks it inside 50   :o ;D >:( :'(
